In 1954, he enrolled the assistance of some of his friends and setup the Singapore Islamic Religious Teachers and Scholars Association (PERGAS), and became its first President. It was PERGAS, with him at the helm that managed to convince the Government to include Islamic Religious subject in Malay schools and to pay its teachers.
With the help of Minister Haji Yaakob Mohamed, he managed to get a land for PERGAS’s building at Kampung Melayu, just downhill from Masjid Alkaff Kampung Melayu. He, with others, cleared the land away themselves.
SEKOLAH UGAMA RADIN MAS (SURM)
Radin Mas Religious School (SURM) was also setup by Kiyai Zuhri. Upon his agreement, SURM was built under the leadership of Haji Sujai and the other leaders. In 1956, SURM was registered under no. 11 and obtained its license under the Ministry of Education (MOE), Singapore.
SEKOLAH RA’AYAT (AGAMA) MA’HADUL IRSHAD
Kiyai Zuhri had played a significant role in Madrasah Al-Irysad Islamiah’s formation and its early development. In a newspaper article in 1959, PERGAS’s headquarters was located at the same address where Sekolah Ra’ayat Ma’ahdul Irshad was to be formed. The school was officially registered under the Education Ordinance, 1957 on 20 September 1961.
In 1964, PERDAUS was formally registered under the name “Pelajar-Pelajar Agama Dewasa Singapura” (Association of Adults Religious Class Student of Singapore). The organization was founded by students of well-known local Muslim religious scholars at that time, including Kiyai Zuhri.
